2654001 Two-Factor Authentication Required

Permissions Access Security

Meta requires two-factor authentication (2FA) to be enabled on your Facebook account before you can access certain Business Manager features or manage ad accounts. This is a security requirement that cannot be bypassed.

What causes this error?

Meta requires two-factor authentication (2FA) to be enabled on your Facebook account before you can access certain Business Manager features or manage ad accounts. This is a security requirement that cannot be bypassed.

How to fix it

  1. Enable 2FA: Go to your Facebook Account Settings > Security and Login > Two-Factor Authentication. Set it up using an authenticator app (recommended) or SMS.
  2. Use an authenticator app: Google Authenticator, Authy, or 1Password are all supported and more reliable than SMS-based 2FA.
  3. Save backup codes: When setting up 2FA, save the recovery codes Meta provides in a secure location in case you lose access to your 2FA device.
